K.A.R. 68-7-23 is being adopted by the Kansas State Board of Pharmacy on a temporary basis for public safety reasons, pending permanent adoption. This regulation is proposed as a response to HB 2217, which was signed by the Governor and will be effective July 1, 2017, concerning emergency opioid antagonists. The new law increases access to Naloxone and any future emergency opioid antagonists, by allowing pharmacists to dispense the drug to patients, bystanders, first responder agencies, and school nurses without a prescription in accordance with a Board-approved statewide protocol establishing proper training, reporting, and administration.
